Adaptation and Mitigation Initiatives in Rice Cultivation +The GHG MRV system for this AMIA is designed based on the approved Standardized Baseline ASB0008 “Standardized Baseline for Methane Emissions in Rice Cultivation in the Republic of the Philippines”. Furthermore, in order to determine whether the participating rice fields are correctly applying Alternate Wetting and Drying (AWD) and can participate in the emission reduction calculations, an AWD compliance protocol has been designed as part of the AMIA.

Emission Reduction through Sustainable Solid Waste Management in Kenya +For the financial component: The project will use a results-based management approach, encapsulating the logic model, the performance measurement framework, and risk analysis. This will involve realistically defining the expected results; clear identification of stakeholders in line with their needs; identification of appropriate indicators to monitor progress towards realisation of desired results and resources utilisation; and identification of a logical framework to manage risk. A joint implementation committee will report on the results achieved and the corresponding resource utilisation on quarterly basis. The committee will draw representation from the national and county governments. Strict financial management standards will be observed in line with Government of Kenya financial management guidelines and requirements, including both internal and external audits; and the M&E guidelines for NAMA Support Projects to be published by the NAMA Facility Board (note: proposal written for NAMA Facility). For the technical component: addition to the model described the FC component, which also applies for the TC component, the proposed NAMA initiative will provide an opportunity to adopt the National Performance and Benefit Measurement (MRV+) system recommended in the National Climate Change Action Plan (NCCAP). The MRV+ system is designed to measure, report and verify not only the GHG emissions, but also the socio-economic benefits that will accrue, and the synergies between mitigation and adaptation. The MRV+ will also contribute towards harnessing knowledge generated, lessons learning and best practices to inform decision-making.
Energy Efficiency Measures in City Hall/DPRD DKI Jakarta Office +MRV system will include organization/human resources and training/capacity building for those that will control, estimate, archive and monitor energy reduction potential and associated emissions.
Energy conservation in the building sector +The Monitoring, Reporting and Verification system will enable to calculate total CO2 emission reductions and quantify the impacts of the NAMA. A set of key indicators, regarding GHG emissions, sustainable development co-benefits and investments for energy conservation in the building sector, have been defined. Monitoring activities of these indicators, whose frequency and methodology have been clearly identified, will be attributed to different parties: staff of the PROSOL programme responsible for solar water heaters, staff of the PROSOL ELEC programme responsible for solar PV, staff of the PROMO-ISOL programme responsible for thermal performance, and staff of the ANME for general indicators applicable to all technologies. MRV staff will be specified and appointed by the ANME. Verification will be carried out internally as well as externally by an accredited verifier.
Energy efficiency in residential buildings +The MRV approach is to be developed. There is a suggestion to base the approach on the CDM whole-building methodology “Energy efficiency technologies and fuel switching in new buildings” (AM0091), which allows for a simplified approach based on a 20% top performance benchmark expressed in terms of CO<sub>2</sub>/m2.
Energy efficient public buildings and housing in Armenia +Direct impact: GHG emission reduction in new construction/renovation/management in public buildings and housing supported by public means (direct NAMA scope). This includes promoting energy efficiency in planned investment programs as well as in new investment programs. Activities: The actual level as basis for MRV is defined to be the floorage of those buildings that fall with the direct scope of the NAMA, are addressed by the NAMA activities, and that are newly constructed/renovated or which management is improved. Baseline for energy use and GHG emissions: The baseline could be based on current common practice, having as indicator the historical specific energy demand in buildings in the same sector, the same use, and of the same typology in the last couple of years. The impact of the NAMA results in the implementation of energy efficiency technologies and practices in construction, renovation and management with NAMA support. This will be reflected in the specific final energy use of building compared to the baseline.
Expanding self supply renewable energy systems in Chile +The first step in the MRV process for a renewable energy project financed by the NAMA would be to complete a standardized baseline calculation sheet according to the type of project being undertaken. These worksheets would be published in advance and made available in an easy‐to‐use format such as MS Excel. The tool would estimate the emission reduction potential of a project and calculate emission factors for a reference and a mitigation scenario. All applicants would need to submit the worksheet with their application for funding. If funding is granted, the following steps would be undertaken: *The reference and mitigation scenario emissions factors for an installation would be stored in a centralized database. Installations would be identified with unique ID numbers. *Meters would be installed that would measure electricity, heat production or both. This data would be reported on a predetermined basis. *GHG impacts would be calculated by multiplying activity data with emission factors for the reference and mitigation scenarios of all installations under the programme. *Non‐punitive corrective measures would be taken if installations are not performing according to a specified standard. *Random audits would be undertaken annually for a percentage of the installations to verify data

Feasibility study for transportation NAMA in Vientiane +The measurement approach is based on bottom-up modeling, which takes into account vehicle activity and emission factors. Pre-project reporting can be conducted in a form of document, such as CDM-PDD while post-project reporting is conducted by submitting a monitoring report containing monitoring outcome. Verification contains factors of both validation and verification of CDM and it is desirable to conduct pre-project and post-project verification. When transport demand forecast modeling is utilized as in the case study, verification of modeling accuracy, standardization and transparency improvement of calculation process and standardization of verification process of modeling are important.
Forestry NAMA +The MRV system being developed for the National Strategy will also include indicators related to biodiversity, gender equality, adaptation issues, among others.  
Freight transport NAMA +Key parameters The MRV process has not yet been fully defined yet, but it is proposed that the key parameters for measurement are as follows: Fuel consumption (litres per year) Annual emissions (megatonnes of CO2 per year) Vehicles with improved technology (number of vehicles per year) Trained drivers (number of drivers per period of training per year) Companies that have participated in the driver training program (number of companies per year) Available data and data needs The availability of the data required is not clear based on the proposal, but there is recognition that related datasets need to be improved in terms of coverage, reliability and accuracy. Lessons learned (MRV) The MRV process will be developed at a later stage but the proposal outlines an initial suggestion to facilitate the process as well as key questions that need to be answered to develop an acceptable approach to MRV. This process has highlighted a number of challenges, which include the fact that there are few accredited validation processes to learn from and that databases containing necessary data they tend to be incomplete.

Integrated Urban Mobility Systems as a Crediting Mechanism +The MRV concept will build up on an existing monitoring system for transport in cities which focusses on public transport and non-motorised transport. This monitoring framework will be the basis for the MRV framework of NAMA SUTRI. In addition to the existing indicators, the MRV framework of NAMA SUTRI will also cover indicators on the overall transport situation, travel behaviour and co-benefits of the local population. This is relevant for local decision makers and helps to evaluate the impact of certain measures. A monitoring framework for RAN GRK is currently under development. Since the GHG mitigation related activities are all coordinated by the same department in the Ministry of Transport it will be ensured that both concepts are in line.

Lighting up rural Laos +The determination of emission reductions is based on a simplifed UNFCCC’s “Small-scale Methodology AMS-III.BL: Integrated methodology for electrification of communities “ (UNFCCC, 2015): * Transmission and distribution losses are neglected. The mini grids are characterized by short distances between the source of electricity generation and the consumers of the electricity. Thus the grid losses are minor and will be neglected. * Consumers are classified into two types. There are only consumers who were not connected to the national/regional grid or a mini-grid before the NAMA intervention. Thus only types 1 and 2 consumer exist. * Measuring consumption by Type 2 consumers The electricity consumption of Type 2 consumers (i.e. 500-1,000 kWh per year) can be measured using electricity meters or can be estimated (e.g. by multiplying installed capacity with average periodic hours of usage). In addition to GHG emissions, the MRV system for this NAMA will monitor the impact of the NAMA interventions on selected Sustainable Development indicators.

Mitigation through sustainable and more productive beef production in grasslands +Technological supports is foreseen for public and farmers institutions to perform MRV. The preparation for MRV in terms of tools, methods, coefficients and trained personel is expected to be implemented before the start of the NAMA, with assistance of multilateral institutions (e.g. FAO) and sources of financing (e.g. GEF).
Modernization of heat supply of residential and public buildings +Indicators to be MRVed: * Coal burned in boiler houses, as can be read from bills and exchange in stocks; * New metering system for heat to be installed Note: The NAMA concept will include training on MRV for owners of boiler houses.
