The Project supports the identification, design, and implementation of Nationally Appropriate Mitigation Actions (NAMAs) in the urban sector. NAMAs, consisting of investments in infrastructure supported by capacity building, awareness raising and technical assistance, will contribute to achieving the country’s GHG emission reduction voluntary target while improving urban services and the quality of life of citizens in Kazakh towns and cities. The project is the first effort in Kazakhstan to adopt a comprehensive approach to reduce GHG emissions in cities.

NAMA for Sustainable Housing Retrofit Under development Buildings This NAMA seeks to maximize the efficiency of water, electricity and gas consumption in existing homes. The housing retrofit NAMA is based on a “whole house approach” where efficiency benchmarks are set for total primary energy demand for each building type taking into account climatic variables. This approach includes a simple and cost-effective MRV system, and enables building developers and homeowners to employ a flexible range of interventions to achieve the performance standard desired. It enables a holistic and systematic methodology to energy efficient refurbishment of the building stock. Furthermore, it ensures the continuation of on-going activities and programs.

The NAMA has two objectives.

In the short term, the objective is:

  • Incorporation and compliance to a voluntary environmental program of the Tequila industry for the sustainable disposition of vinazas, bagasse and agave leaf, considered today as a waste.
  • Replacement of fossil fuel in the Mexican industry with renewable biofuel derived from the agave, promoting the installation and operation of biomass based cogeneration systems that use agave waste from the Tequila industry.
  • Accreditation of emissions reduction in the production of Tequila through the distinctive "Holohuella CO2" (hologram-carbon footprint) as a physical proof to adhere to the bottle.
In the long term, the NAMA will incorporate to the voluntary environmental program, other biomasses considered a waste besides the Agave.

The aim of the Comprehensive Mobility Plan of the city of Belo Horzonte is to increase the modal share of non-motorized and public transport in Belo Horizonte in order to reduce GHG emissions, improve the quality of the transport network, and to realise other environmental benefits. This NAMA feasibility study comprised measures to enhance and promote the infrastructure and operation of these two modes, and also integrate land-use and parking policies. As the third largest city in Brazil, which has 40 cities with more than 500,000 inhabitants, replication of this activity could have a transformational impact on urban transport across the country. The marginal cost of implementing the integrated urban mobility plan was been estimated as US$2.7 billion, and the supported NAMA was estimated to cost US$36 million of this total, therefore comprising part of a wider funding package.
